Prior to 2005 most business premises had to have a Fire Certificate and the Fire Officer called once a year to check that your building was being maintained fire protection wise

The rule for a small Hotel or Guest Houses was if you had more than six bed spaces and that’s spaces not six beds because one could be a double, i.e. that’s two bed spaces, so six bed spaces above the first floor you had to have a Fire Certificateand each year a fire officer would come round a check that everything was ok.

This was open to people taking advantage of a situation where if they were brought up in front of any tribunal, hearing or court in the event of a fire they justify being blameless by saying,

“It was passed by a Fire Officerso as far as I was concerned everything was ok”

Under the old fire regulations we had to have a fire certificate; because we have nine bedrooms on three floors which have fifteen bed spaces.

For the first time since the new fire safety law changed in October 2006 with the introduction of the Regulatory Reform (Fire Safety) Order 2005, our local Fire Officer call round and handed my wife a letter of introduction and an envelope full of information with regard to Fire Risk Assessments. Dorothy told him that I was the person to see and I was not in at the moment.

“No problem I’ll give him a call to arrange a date and time to call”.

If we were still working with the old system the fire officer would have entered the building if I was there or not.
Under the new Fire Risk Assessment System you make a statement in writing (which becomes your Fire Risk Assessment) to say that all your fire risk precautions are in place, so it’s not the case that the Fire Officer has gone soft or less rigorous, the responsibilty is now yours through the Fire Risk Assessment you produced.

Calm had been restored; the clip board went on and on and things were looking worse and worse for Tony, while the peeked hat was saying nothing.

We came back down to the ground floor hall way, I had said nothing since the car remark.

“Right!, how do we get into the other side of the building”.

”What other side”.
“It must be on the other side of that”
“The other side of that wall is next door”

He looked a little bemused, the building had just become half the size he thought it was.
”O right, well, don’t take any more guests to day and as I said put something over your sign”
”Can I just say that as far as I was aware we are trading within the guidelines set out under the fire certificate regulations, that is, you can trade with out a fire certificate if you have no more than six sleeping spaces above the first floor, which is what we are doing”.
Clip board looked at me, looked at the peeked hat, looked back at me, they both new it was right.
The clip board had looked at the building from the outside, made is assumptions and the peeked cap just let him get on with it.
“We’ll look into that sir and be back tomorrow” said clip board.
The peeked hat came back the next day and started to apologise, I stopped him in mid flow and said.
”Where’s your colleague he’s the one I’d like to apologise”

I never saw them again, I wonder if he passed.

Hello everyone my name is Tony Casey; I live with my wife Dorothy in Manchester England, where we’ve run the Cornerstones Guest House for the last 24 years.

We’ve just had our F.R.A. (Fire Risk Assessment) revewed by our local fire officer and I though I’ed let people know what to expect, the procedure of producing your own F.R.A., where I went wrong and how it was resolved.


In 2006 the new fire regulations came into force, from having a fire certificate issued by the city fire brigade to having a F.R.A crated by:-

The official quote,

Fire Risk Assessments must be carried out by the owner of the building or by any person that has some level of control in the premises, taking reasonable steps to reduce the risk from fire and make sure people can safely escape if there is a fire“.

Although every fire risk assessment is different the statement I’m about to make is one of the most important parts of any Fire Risk Assessment.

Have you trained your staff? You said you have in your Fire risk Assessment.

What is not made clear is what ever you put in your F.R.A must be correct and that any procedures you are suppose to carry out, are carried out.

If not, in the event of a fire you may not be insured if it’s proven any of your F.R.A. is not as you have stated.

In this blog I intend to take you through the process of creating a Fire Risk Assessment for The Cornerstones Guest House with the information I have received from my local Fire Officer and government web sites. Although this is just one type of building the procedure is the same for all types of premises but the out come is different in every case.
